Vaikundarajan, Mineral Sand Producer, Finds Hope After Supreme Court’s Order Trumps High Court’s Direct
For a period of time, the heavy mineral mining industry was suffering from losses owing to postponement in the renewal of leases for beach sand mining. The Supreme Court’s ruling gives companies such as VV Mineral, India some relief. The Supreme Court has ordered a deadline to be maintained.
Earlier in the year, special inspection teams raided VV Mineral sand quarry to find some evidence of the large scale illegal heavy mineral mining along the beaches of Vembar, Vaipar and Periyasamipuram in regards to the thorium scam. Unsurprisingly, no such illegal activity was found at any of the quarries run by VV Mineral. Sadly, other companies in the industry were found conducting illegal beach mining. These companies now have fines imposed on them.
VV Mineral, one of the country’s biggest sand mining producers is involved in garnet mining, zircon mining, ilmenite mining and rutile mining. A privately owned firm by S Vaikundarajan and son V Subramanian, the firm has garnered a very strong impression in the industry. Importance Of Mining Explained By VV Mineral, Subramanian
Without heavy minerals, a vast range of everyday domestic and vital industrial products would just not exist. On an average day you will probably come in contact with atlease 100 items that have been manufactured from industrial minerals. Modern aircraft, ships and defence industries are highly dependent on rutile, zircon and TiO2 products to meet their manufacturing demands.
The Managing Director of VV Minerals, India, Mr. V. Subramanian once in an interview said, “Without mining, manufacturing industry would soon collapse like a pack of loose cards”.
None can disagree with this because if there is no mining there can be no industries. Everything from a tiny bolt to industrial fuel like diesel is generated from mining.
Besides, heavy mineral mining is an eco-friendly industry which is free from air, water and noise pollution.
However, the under utilization of heavy minerals in India has resulted in poor exposure in the international markets. If India is to tap more of the natural resources available to us, the economic gains will be exceptionally high. Out of 7500 km seashore in india only 40 km of beach stretch is available for heavy mineral mining
VV Mineral, V. Subramanian is the son of Mr. S. Vaikundarajan who founded this company in the year 1989. Since then, they have achieved great success in the industry, locally as well on global fronts.

VV Mineral, Vaikundarajan Pioneers The Heavy Mineral Market Across The World
VV Mineral a heavy mineral mining company is based in Tamil Nadu and owned by a father-son duo Mr. S Vaikundarajan and his son V Subramanian. Their Garnet and Ilmenite division is based in Keeraikaranthattu Tisayanvilai in Tamil Nadu.
They deal with heavy mineral mining of minerals such as Garnet, Ilmenite, Rutile and Zircon. They also produce Titanium Dioxide pigments. They are the only company in India to produce TiO2 pigments. Ilmenite is a very important raw material used in the making of TiO2. This mineral is abundantly found on the beaches of Tisayanvilai. This is a major advantage for VV Minerals, India. They are the first company in India to export ilmenite to other nations, hence, pioneering the path for others in the industry for export of heavy minerals. They have a huge market share in East Asia, Africa, Europe and Australia.
However, due to some cumbersome government permission processes and high duties imposed on the products the industry is not developing as much as its real potential is. VV Mineral, Vaikundarajan may be the best in the industry, but they are still falling short on the amount of material production from their units. Because the amount of heavy minerals available to india is much higher than the actual amount that is mined manufactured and exported. As a result, the waves that bring in these minerals also take them away and make them settle on shores of other neighboring nations.
Countries like Sri Lanka and Australia are benefitting greatly because of the under-utilization of minerals from our end. Because the minerals that we do not use go and settle on their shores and they have the capability and understanding of the importance of such minerals.

Life Works Of Vaikundarajan
Vaikundarajan hails from a jaggery maker’s family, but 25 years ago, he decided to break away from the family business and started something of his own which was unconventional. He set up VV Minerals in the year 1989. With just a humble turnover of 64 lakh per anum, VV Minerals, India, started off as a small scale company. Today, it is one of the biggest exporters of heavy minerals in India with a turnover of over 900 crore.
Mr. Subiah Vaikundarajan owes his success to his father, as he walked the journey of life on principles laid down by him. He feels that India is not utilizing the resources gifted to us by nature. He describes the scenario as a criminal waste of minerals, as these minerals will not stay on the shores for too long. The constant action of waves and wind will transport them back to the sea. They will settle on the shores of some other country and they will reap the benefits of our riches.
Despite being awarded as the largest Garnet manufacturer by the government Vaikundarajan believes that the amount they have manufactured is very insignificant compared to what exists on the beaches.

Heavy Mineral Mining Industry Underperforms Due To 3000 Pending Applications On Mining Leases

MEAI Joins Vaikundarajan In His Plea For A Favourable Mining Environment In India
India as a country has rich mineral reserves that can be utilised for heavy mineral mining. However, the industrial scenario is somehow not quite welcoming for the investors in this field which is reason enough for this industry to not fully prosper and flourish as opposed to how it should. MEAI which is a leading body of mining professionals has also joined S. Vaikundarajan in his request to the government to improve the present scenario in the mining industry. They have put forward that there should be new industrial policies stating mining to be of utmost priority in the mineral bearing belts.
Currently, the forest department has been creating quite some problems to the mining companies by claiming land on these mineral bearing belts and alleging that the land is for shelter bed development. VV Minerals Chairman, S. Vaikundarajan who is one of the major players in this industry has clearly stated this as an upcoming problem. S. Vaikundarajan also mentioned that the government regulations are completely nonviable which result in increasing the cost of production leading to unfavourable trade. Therefore, the need of the hour is that the government takes a step forward in maintaining favourable regulations in the mining industry.

Hoping For A Better scenario In The Mining Industry Unlike Earlier, S Vaikundarajan
India is endowed with great mineral and sand resources in high quantities which have the potential to cater to the entire world’s market and VV Minerals is one of the leading private heavy mineral mining companies. However this resource is not fully tapped due to several reasons believes S Vaikundarajan. The present Indian mining policies are not in compliance with the practical conditions which is barring the growth of this industry. There are several factors like lack of port infrastructure and power supply that come in way of mining activities and end up in raising operational costs substantially.
The laws of the government pertaining to the mining industry do not consider the needs of the trade and lack of awareness and clarity among officials continues to hamper the development of this sector. Mining is such a lucrative industry in India which if carefully developed will yield high returns and also help in poverty alleviation, generating employment and economic growth. Therefore S Vaikundarajan hopes that the new government will surely look into the needs of this particular sector and help in its development.

Importance Of Monazite In India
Monazite is the only commercially important rare earth mineral in India. India can very well progress in this field of mining. Yet it has not made any significant development, in fact the plan of buying mines abroad has also come to a standstill.
The public sector company of India has not sold radioactive monazite mined in the last 10 years in Orissa.
"Countries having rare earth resources are possessive regarding its free export and exploration by outsiders. Hence acquiring rare earth bearing mineral assets overseas is a challenging task and needs support of the government for materializing such acquisitions," Chairman & Managing Director RN Patra told ET.
The second reason coming in the way of flourishing the rare earth industry in India is that it is not a part of the non- proliferation treaty, which makes it harder for access in the global rare earth’s industry.
"India is depending on China for import. This is not a happy situation. Imports are costly as the supply of rare earth minerals is limited elsewhere. China is using exports of rare earth minerals as a geopolitical tool," said Brahma Chellaney, professor of Strategic Studies at the Centre for Policy Research. IREL has seen profits tumbling in the last ten years.
The profit earned in the year 2013 was half of what it was in the year 2008. Which clearly shows how misguided the industry is.
Other industries related rare earth mining is the heavy mineral mining industry. The key players are VV Mineral in Tamil Nadu owned by S. Vaikundarajan. They mainly deal with Zircon mining, Rutile mining, Garnet mining and Ilmenite mining.

V. Subramanian, Director V.V. Mineral Talks About Hurdles In The Beach Mineral Mining Sector
According to Mr. V Subramanian, the hurdles faced by the company can be divided on basis of market segments.
Mining And Import-Export: The export duty on ilmenite is very high which leads to uncompetitive prospects in the global markets. No other nation imposes export duty on ilmenite.
Lack Of Port Infrastructure: Most of the mineral operations are in Tamil Nadu, Kerala and Andhra Pradesh. We don't have port that's deeper than 11 - 13 meters. This makes us ship in small ships, making the freight more expensive. Proximity of the mineral sands deposits to the ports are also an issue as this raises the transportation cost substantially. Lack of sufficient power, which again makes our own captive generation using diesel generators very expensive, almost thrice the cost of Grid power.
In Terms Of Mining: Abnormal delay in getting approvals for Mineral Concession. Delay in getting mining plan approval/Scheme Approval from Indian Bureau of Mines as well as Atomic Minerals Directorate. Delay in getting CRZ Clearance from government of India, Ministry of Environment and Forest. Delay in getting Environmental Clearance from Ministry of Environment and Forest.
In terms Of Processing: Laws framed by the government to protect coastal Processing units actually have not taken the interest of the beach mineral industry into account.

VV Minerals Chairman Vaikundarajan Under Scanner For Illegal Sand Mining May Not Be At Fault
Finally there seem to be some developments in the illegal sand mining case of Tamil Nadu because of which the government had placed a ban on heavy mineral mining. There was a news article recently published on The Hindu Business line on May 30, 2014, which mentioned that the Madras High Court has ordered the investigations to be concluded in one month’s time.
Previously, there were a couple of more news reports in Deccan Chronicle that suggested that VV Minerals was given the green card by the Central Government. Also, on the Business Standard news portal, there was a news story which stated that there is no evidence stating that there was any illegal activity conducted by the company owned by Mr. S. Vaikundarajan.
The man who was under the scanned for illegal sand mining of minerals worth 96k crore, may in fact not be at fault. Because according to Jaideep Prabhu, a journalist for DNA news portal in his news article on April 28, 2014, the four allegations put on the private companies who conduct heavy mineral mining like VV Minerals, India had perfectly logical explanations. The first was that the company did not allow some people in their premises, wherein it is actually illegal for them to allow people who are not authorized by government officials. The second was about the missing amounts of thorium in the report presented in the Lok Sabha. According to the allegation, they suspected the private companies of hoarding or illegally exporting thorium. However, the government does not even give private companies permission for thorium mining.
Similarly the Third and Fourth have reasonable explanations.

The Hopes Are High For The Ban To Be Uplifted
R Balaji describes the heavy mineral mining industry’s current scenario in a recent news story on the Hindu Business line. He states that the industry is currently at a standstill because the Government has banned beach mineral mining across the state last year in the month of August, due to some complaints of illegal sand mining.
The government apparently had ordered an enquiry last year but no verdict has been passed yet. VV Minerals, India, the largest heavy mineral mining company in the country is responsible for more than three quarters of the beach mineral mining activity in Tamil Nadu. However, it is shut down because of this ban, resulting in unemployment to over many thousands of people and loss of the nation’s economy.
In a statement given by Mr. V Subramanian, the Managing Partner of VV Minerals, India, he stated that this ban has handicapped the domestic industry. According to his knowledge, the industry contributes to about Rs. 3500 crore in foreign exchange. The State Government is also losing out on annual revenues of Rs. 200 crore in royalty apart from taxes, he said
With the unimaginable losses already suffered by the private companies dealing with heavy mineral mining, they are collectively urging the government to fasten the process of this inquiry and punish only the ones who have done wrong instead of making the entire industry suffer.
VV Minerals is privately owned by Mr. S Vaikundarajan. The top management includes Mr. V. Subramanian, Mr. J Muthurajan and Mr. Jegatheesan.

Acquisition Of Kilburn Chemicals Brought A Major Hike To VV Mineral: Vaikundarajan Subramanian
According to a recent interview with India Infoline on 28th May 2014, Mr. V Subramanian, the son of S. Vaikundarajan stated that the takeover of Kilburn Chemicals was a major event which lead to VV Minerals becoming the first private mineral producer for TiO2 products in India. With his vast experience in the heavy mineral mining industry, Mr. Subramanian was proud to be one of the few 3 to 4 companies in the world to have their own mine production for Tio2.
He believes that this take over took the company to higher edge from being just a mining company to a pigment producer. This event not only adds value to their minerals but also provides employment, earn higher foreign exchange, and mark an Indian presence in Tio2 market which is dominated by China and western countries.
VV Minerals, India also sees this event as an opportunity to get a better insight of the global markets and allows them to expand their operations in the pigment market. Probably one day even dominate in global markets. VV Minerals, Vaikundarajan is based in Tamil Nadu. Their mine sites are mainly based in Tuticorin and Tisayanvilai. Currently they hold number one position for ilmenite mining, and Garnet mining. They are also the number one garnet exporters of the country.

First Accusation Of The Thorium Scam On VV Mineral
The Indian Bureau of Mines has revealed that the company involved in the illegal heavy mineral mining scam is VV Mineral. But the newspaper article that was published did not mention any names. The first claim that they stated said that there was certain evidence found which stated that there were some people who were denied access to the beaches where they conducted sand mining. They claimed that sand mining was conducted in these areas and was transported to warehouses where they stored the Monazite mineral.
According to the DNA article published on April 28th by Jaideep Prabhu, there are two possible explanations to this claim. Firstly, private corporations like VV Minerals cannot let unauthorized people to access their facilities ranging from warehouses or beach fronts where they conduct heavy mineral mining for safety and security reasons. According to his knowledge, it would even be illegal for private to companies to allow pedestrians in the mining areas. Secondly, these mining facilities are supposedly under the jurisdiction on AERB and only after you get authorization from them is it possible for the visitors and inspectors to enter the premises storing nuclear minerals.
Hence, there can be a logical explanation as to why these occurrences took place in the first place. VV Minerals India is a highly recognized heavy mineral mining company in India. It is family grown business started by Mr. S Vaikundarajan, Chairman of VV Group of companies. They are India’s biggest mining, manufacturers and exporters of Garnet. They have been awarded as the ‘Number One Garnet Exporters’ of our country. They also undertake Zircon mining, Rutile mining and Ilmenite mining.

The total capacity of the machinery is about 14,000 metric tons of Garnet and 20,000 metric tons of ilmenite, 1000 metric tons of Zircon, 500 Metric Tons of Rutile per month. An autonomous quality control department is responsible for implementation of rigorous quality control checks in order to maintain our zero-rejection track record.
VV Minerals India deals with Garnet mining, Rutile Mining, Ilmenite mining and Zircon Mining.
Welding Electrodes Using Rutile And Ilmenite
Rutile and ilmenite are heavy minerals mostly found in form of placer mineral deposits on the surface of sea shores and river banks. They are extracted using heavy mineral mining and are separated through various separation processes like gravity separation and magnetic separation. They are mainly used for industrial applications such as in the making of Titanium metal, as colouring agents, ceramic and glass products. Ilmenite is mainly used for making white walled tyres, glazed papers, plastic, printed fabrics, flooring materials like linoleum, pharmaceuticals, soaps face powders and other cosmetic products. And Rutile is mainly used for car paints, sunscreens, plastics, paper and textiles, as well as a growing number of foodstuffs and cosmetics.
Enriched concentrate of ilmenite is used for production of welding electrodes of rutile. The principal industrial application of rutile is in the manufacture of titanium dioxide or synthetic rutile and welding rod coating.
However, ilmenite coatings are considered to be inferior to rutile coatings on welding electrodes. Although ilmenite is considerably cheaper than Rutile, Rutile electrodes are preferred over ilmenite welding electrodes.
VV Mineral is one of India, major manufacturer and exporter of Ilmenite and Rutile. VV Minerals, India is also the first private ilmenite exporter of the country. The annual output of 2,25,000 metric tons of Ilmenite is unmatched till date. It is family grown business started by Mr. S Vaikundarajan, Chairman of VV Group of companies.
